Honestly, he should only need the shield for engaging. He shouldn't be using it to escape situations at the end of a fight that he should have died in. And he has his ult's shield reset for in combat.
Course you could increase his armor per level or something, so if he is struggling later in the game where engaging team fights can be more dangerous.

E has been stupidly powerful earlygame for practically his whole existence, so I can see why they nerfed its damage.
Removing the ability to mitigate damage by being good at moving around in the middle of a fight would be a huge fucking nerf at all stages of the game, though. And the real bad thing is that it would remove incentive for skillful play.

I would be okay with taking power from his early game if his late game was as good as people believe it to be.

Statistically Yasuo's early game is now on par with Vayne's, but he doesn't scale even nearly as well as she does.
He's still good late game, but the champion is bad now, and wasn't overpowered before.
But hey, at least I can actually kind of play him now.
