Can we talk about the complete lack of meaningful counterplay that Vladimir has?
His cooldowns are non-existent giving no time zone to play around to punish. He has no mana so there is no using your resources more wisely than him and getting a mana advantage in lane. He has braindead sustain that is going to heal through all poke so you're not going to out-sustain him. His wave clear is decent and most champions aren't going to be able to push him under his turret. His W is braindead and gives an absolutely ridiculous amount of survivability meaning your turret isn't going to protect you and your jungler is rarely going to be able to gank, so there's no sitting under your turret and playing for mid to late. His combo is entirely point and click with the exception of one AoE that isn't dodgeable if you are in range anyway (Not that the range of the spell is actually clear even if it was) so your outplay potential is very low.
Laning against a Vladimir is entirely dependant on waiting for the Vladimir to make a mistake, or having both the support -and- jungler roam up with at least three strings of consecutive CC and an ignite. This isn't meaningful counterplay. This is why Vlad is a champion that is -heavily- abused by smurfs and boosters. If you're lucky you might get to counter-pick with something like a Swain who can match him in lane or an Irelia who can burst him down relatively early but in Solo queue that is very rarely going to be a gift you get.
