Is lucian good again?

He's been recently buffed, and the recent heavy changes to items and masteries have benefitted him a lot. There is a lot of discussion over which Keystone you should take on him. His passive allows for stacking of Fervor of Battle extremely quickly due to his second shot But his heightened mobility and ability functions make for really quick charging of Warlords Bloodlust.

Alongside Lucian, Kalista has made a pretty big return to play as well, as the new Warlords benefits her extremely well, as well as the new BoRk.

His buffs were mainly to his cast times which means he's only stronger if you have played him and know how to weave and time his spells correctly.
