Vayne:
doesn't matter how far ahead you are or what adc you are playing you cant duel her at any point in the game if she has a BotRK and PD... Basically if you dont end the game by 25 min, you lose.

No that's not true. If you are good and can play lane bullies like Lucian, Graves you can shut her down early. She isn't as strong as people make her out ot be, I mean you can literaly one combo a vayne with shiv / ie.
Vayne is super weak early and it will be even easier now to bully her when her base ad will be lowerd. And also there's a reason why the pros aren't playing her much. She has some very clear weakneses.
But I do agree somewhat that she has alot more wiggle room in terms of being set behind. She will still do tons of damage with her w passive. But I don't think she's broken, she's just abit better then the average adc.
