Fix the broken Fizz

Lately I have seen the Fizz going full tank. Nothing wrong with that but the stupid thing is how much damage they do. They became unkillable once they get ahead. I have seen Fizz with these build go in 1 V 4, dive the tower , AND LIVE. Its stupid and it needs to be address
