The soraka changes feel so bad.

I mean you really need lane presence atm as a support and the soraka changes damaged what little presence she could give.

Idk if shes going to be better or worse after a while and if the low WR is just from the big change. But it feels aweful.

She's getting buffs to her heal again.

I'm still annoyed that they're undoing the changes they made to her a few years ago. Soraka was great as a lane bully. She had to be present in lane and work on carving out space for her ADC because relying on her heals early game was not realistic. Later in the game is when she transitioned into a heal focused champion.

Now she's just going to stand behind her ADC and heal during the laning phase.

Admittedly, Soraka didn't feel great to play lately bot lane regardless.

The engage support meta is awful because you have to wait for your opponent to make the move. Until they do you're stuck staring at each other because if you or your ADC catches a hook, you're dead. Even when they miss, the window to punish isn't long enough to make a difference. They're hard to gank as well, so the jungler is going to ignore your lane in favor of mid, but the enemy jungler will likely want to camp bot.

Regardless of where she lands balance wise, it is bad for her gameplay health. Any support champion that can be considered to be playing lane 'correctly' while standing behind their ADC for most of the laning phase is poorly designed. These changes push Soraka in that direction.

How champions get their win rates can be more important that what those win rates are.

Really though, part of the issue with Soraka as I saw it was that most people that main her in the support role played her sub optimally. When being played by ADC players in bot lane as the farming "carry" (but still building support items) those players would on average do nearly twice as much physical and magic damage as people who played her in the support role. The likely means the average support Soraka was missing out on a 100-200 damage before first recall that they should have been dealing. And that early in the game that amount of a damage difference can easily win/lose the lane.
