How to make Fervor of Battle Keystone more appealing

, he would much rather go down the Cunning tree and get masteries like Stormrider's Surge, and probably even Thunderlord's Decree. Reason being, Stacking up 10 times in a teamfights is just not reliable. Don't get me wrong. 80 free bonus damage is great. Its just too hard to reach that in a team fight as a melee champion, and no crit-based autoattacker is going to take Fervor over Bloodlust.
My suggestion: Just like
, Melee attacks should grant 2 stacks while Ranged attacks grant 1. Or maybe give Melee double the duration. Melee champions should be rewarded for the greater risk they are taking with this mastery.
