A Proposal for Fizz

No, this isn't about marriage or anything like that. (One can dream!)

A lot of people complain about Fizz. I agree, he can be stupid sometimes. He can miss his ult, whiff his E, but still manage to kill a squishy with his Q and a few W-enhanced autos if he's got 2 full items.

Has anyone at Riot ever considered nerfing the damage on his Q and E, but make them amplified (to what would be current levels, or more) if a champion was in the radius of Chomper, his shark? Or just if they have impaired movement? (such as the slow from his E, R, or a teammate's CC).

Not only would this raise the skillcap on him, but provide more opportunities for counterplay. He couldn't get his full damage off unless he hit one of his skillshots. It would retain his core identity of being an assassin with a pet shark, but make him a bit less oppressive.

What would any drawbacks be?
