[GAMEPLAY] Item Sets limited to 3 in game shop.

If you create more than 4 or more item sets, only 3 will show up when you are in-game, plus recommended.

Steps to reproduce:

1. Create 4 or more specific item sets for a champion. (In my case, I had 7.)
2. Launch a game in any mode, including custom.
3. Once in game, open the shop, and click on the item sets pulldown.

You will only see 3 of your item sets.

It can be reproduced 100%.
