I find most of the time the disguises don't really fool people or add much value, I tend to play neeko 90% of the game undisguised and just focus on my E+Q combo and dive for my R in a team fight.
it would be kinda cool if your team mates could also disguise themselves as neeko to make her passive more relevant, but aside from that I like playing her.

All these are constant and viable reasons to use it.
It's largely useless at high elo; it's completely obvious which champion is Neeko, unless you're both trying to run away and enter the enemy vision at the same time. Even then, movement speed still usually makes it easy to tell which is Neeko.
All of the supposed usages in this thread are theorycrafted and won't work in practice unless you're playing against handicapped monkeys.
I've seen some pretty solid plays with it. Guess it depends on the level of players your playing with and how convincing YOU can be while disguised.
Her passive is mainly used to hide her ultimate.

It’s worthless early game but decent late game into thinking you’re an out of position ADC. They dive on you and you can easily ult Zhonyas for the counter initiate.
