Yasuo changes?

I was thinking about some ways to make yas a lot less annoying and I'm sure that this has been talked about before but...why can't we change yas' Q to shoot out a tornado every 4th q or something like that?

His ult is on such a low cd and can be used with help from his team whenever it is off cd. So why does he get the same amount of reliability being alone as he does with his team? It would make laning phase a lot less toxic as he would still have his dash and windwall, but he wouldnt be knocking you up every 3rd attack. I was thinking something along the lines of Q, Q, Q, Tornado. (sounds like a raging janna.)

And if not that...make the armor pen portion of his ult only apply when he ults 2 or more people. He should be rewarded for having an amazing ult, not just ulting the adc killing him/her/it then moving over to the tank and ripping him to shreds. You could also make it so the armor pen applies to the people you hit with it. These are just some changes I think that would make Yas a lot less toxic.

EDIT I mistook his ult, I thought it was him ignoring ALL sources of armor not just his targets.
