Bans: Vayne, Garen, Morde, Darius, Skarner. These are all considered to be relatively "OP" According to the forum and people that I generally see on league, reddit and 4chan. You only get 3 bans.

Lee Sin 3 years of upper/top tier. Many, MANY instances of them leaving a character in a great state for a new skin(Pantheon nerf left out of patch notes on releasing a new skin by "accident" for 2 weeks) or buffing them for a new skin then nerfing them next patch. Reworks that butcher the characters old style for a new style.(Mord, Cass, Skarner) usually into a situation that makes them unenjoyable to play (Bruiser skarner capable of 1v3ing in Season 2, now full tank, Early game/midgame bully cass into late game hyper carry with atrocious early game(for at least half a year on original release))

Blitz/Leona/Thresh 30% play rate each with 54% win rate for blitz Leona. Nerf sona who had a 55% win rate with a 8% play rate, ignoring the fact that her and Janna and almost all the people I saw posting on the forums said that they liked those matchups, basically implying that the reason Sona and Janna were so good were that they countered the most played characters of the era or that the players who played Sona/Janna were just so comfortable and familiar with the matchups they could make it work. The explanation provided was, almost literally, "We have magic statistics you can't see that tell us Sona is toxic."

Sejuani god tier, swiftly nerfed, then the strong item that defined her nerfed leaving her in a rather poor state, no changes made but Lee Sin buffed. So basically tanks have started falling out of the jungle, and who is back, once again for championship? Lee, Elise, and the brawler crew. The only upside for me as a player, is that my favorite character of all time is back in the jungle but is mostly played as a afk farm jungle instead of a counter jungler like her original throne was. Shyvana.

Over 4 years, I lost my patience with Riot balancing.

If I were a betting man, I'd say that Vayne won't be quite God Tier after Pre-Season 6 rolls around, since it seems they're focusing a lot of resources around balancing ADCs on it, which may bring back lane bully adcs back in the game, which are how you're supposed to shut down Vayne.

Shen Yeah, what about you? I only have a shitty projectile that heals me for half at early levels now, and even less later. I hardly have any impact if I miss my dash, which costs basically all of my energy. Why the hell was I nerfed!?

Buff the other adc's. revert the graves nerf, sivir is fine, ashe is fine, lucian needs a buff.... twitch ehhh his ult is too good for him to be buffed too much, draven is strong atm, Ezreal is fine and getting buffed, corki is even more burstier than vayne in lane but i never like him, jinx is strong, cait is strong, Mf is weak, kalista is very strong... eh only graves and lucian needs buffed imo... all the other adcs are strong in their own way.

People can disagree with you without crying, you know. Not that there isn't crying, but you seem to focus on what crying there is.

That aside, Vayne is a very dominant pick. She's already the number one picked adc, and with a lot of success. People want her toned down because she's been there for awhile, and it's easier to balance a game if you nerf the outlier instead of buffing multiple champions to her level. If she's absolutely fine, she doesn't need changes and it's fine to bring up other adc's, but it looks like she's just dominating instead of other champions being weaker.

Other than than her auto range leaves her vulnerable.

I've also heard about removing the flat damage on her W, but I'm not sure if that would be a lovetap or just gut her. But the stack on E was good.

I agree that her effective range leaves her vulnerable, since she can't really poke outside of her aa range unlike several ADC's.

We primarily balance around high tier ranked play, with some adjustments for both pro play (which tends to be very similar, but not identical, to high tier ranked play) and lower levels of play (adjustments to champions that pubstomp mainly, like Yi in some MMR ranges).

With 5.18 being the World's patch, they will start to focus on revolving gameplay around the majority of the players rather than LCS and high elo soon. OP champs will get more focus and will get balanced out. Then its going to be solely up to the player to reach the highest tier possible.

In riots defense they had to buff vayne a bunch a patches ago because she was really underplayed. She's where she is now because of nerfs to other dominant adcs.
