REMOVE STORMRAZOR PASSIVE
Why on earth would you give every ADC the "option" to buy a godamn 
passive. 
makes adc more oppressive to deal with.

The slow on it is a bit OP
Sure. As soon as we removed juggernauts ability to gain ms.
so in other words remove the item entirely because that is the only ability it has. (energy build is shared with

but only is actually useful now since they made the ability universal to all energy items now and the increased range isn't justifiable to buy it)
