Make Teleport only available for Toplaners?

What I´m saying is quite obvious but,

Junglers - has most priority with securing scuttle, baron, dragon, ganking etc They have the most important role in the game because of securing objective.

Midlane - Push lane, Is able to roam more than the jungler, gank lanes. Can create a lead from there.
The one winning the mid lane can priorities ganking other lanes or securing objectives, making mid lane the best role for carrying the team after the jungler.

Support. Support - carry your ADC. Ward and clear wards the bloody map. No explaining here, the best support is those who can carry the early game.

ADC - I got the better Jung and supp, Get CRIT ITEM, GG EZ WIN. The team who has the winning botlane have the best change for winning the game.

Top - Does nothing except pushing lane and sometimes can Teleport the map. Top can´t really offer anything on the map. The meta in Top lane is the one has the best scaling in the late game. Why has such a high win rate in top (10.3), she has a global R and do nothing else like any other useless champions in top, but can impact the map because of an global ability.

They need something more. I can´t really see a solution for top laners getting more exp or gold because that would be unbalanced for the game if they got more exp and gold than any other role. Top need something can the other lanes can´t have. Maybe if you kill the top lane canon minions you reduce your TP by 30 sec so you can roam a lot more in the early game, and the buff on the canon minions is gone when its past 15-20 min or when the top lane tower is gone. And for pro play, nowdays you see Top, Mid and Adc taking Teleport, even when it got nerfed more times than i can count. Maybe Teleport should only be available for top laners (with lower cd?) because there´s no other way to give them a purpose in the game other than doing nothing at all.
