So I have a few more questions about supp items If I were to build a shield/heal boosting item (like Redemption or Ardent Censer) on Poppy and activate her Iron Ambassador passive, would my max health shield receive the bonus? When building Athene's on a multi-healer like Soraka or Taric, which heal target gets the blood charges first?

The attack speed buff with attack drain on ardent censer would not work since that only applies to other allies, but yeah the Shield Power would increase Poppy shield, but you're probably better off just buying more HP tank items to up that shield's effective strength as having more MR and Armor would make the shield more powerful.

yes. it affects ALL heals and shields, not just on allies. So self shields get boosted as well. Make sit good on support nautilus and not completely useless on Leona or Braum if they get and
When building Athene's on a multi-healer like Soraka or Taric, which heal target gets the blood charges first? I forget but I believe there is a formula for how it is decided. I think it prioritized the champ with the lowest HP but in a scenario where all of them have the same relative HP, it goes based on port priority.
