Off-Screen Healthbars & Jungle Buffs

With the new SR update, there are 2 things that aren't huge, but seem a little annoying to me personally. I assume other people have noticed the same issues.

1st Issue: Health Bars - Whether it's a tower, a jungle monster, an ally or an enemy, I've noticed that if any of them have lost health without being on-screen, the health bar will always show as draining from full to the actual accurate amount of health they have when you look over at them. It takes an extra little moment for the bar to drain to accurate health from full, and it seems unnecessary and a bit annoying to not just be able to just glance over and know without first looking at the team character frames.

2nd Issue: Jungle Buffs - I noticed this happen the other day, and in voice-chat several people have said the same thing. I can only remember it happening with Blue or Red buff, but the monster will go to 1HP right before you kill it, leaving you to hit it 1 more time. It happened 2 or 3 times today, and a few times last night as well. It can't just be a coincidence. I'm certain that the powers that be are aware of it, but if it's actually written into the game code to happen like that sometimes, could someone please explain the point?

Overall I love the new SR. It's a fun change. The map looks amazing, and the new jungle has been really fun to learn and practice.
