Take up the Banner: Win a Matchmade Game Bug

Friend with me has played and won 3-4 matchmade games in the same party with me. I was given the regional icon reward and able to move on to the next quest. She was not.

Is this a bug or am I missing something?

Did she activate the mission in the mission tab?
