Leblanc has probably THE highest burst in the game, is one of the highest mobility champions in the game, and to top it off she has silence, slow, and a snare. I dont see how this is fair if you compare it to other champions with similar levels of burst and mobility.
She doesn't have a silence anymore. Because she is the squishiest character in the game. Because if you Banshee's Veil, she is useless.
She is a combo mage and 
ruins her day completely. Sadly the meta shifted in a way that an early isn't viable anymore.
(E.g. fewer champions with high base damage which also have decent mana management without a dedicated item)
She lost the silence, the slow and snare are on a skill shot. Early mr ruins her day, especially since she dies from a stiff breeze.
