is it acceptable for 3 pen items to be negated by 2 defensive items, when one's hybrid Ad/defense?

Why is this allowed? I could have swore the trade off was either survivability or Damage.

If I focus an entire Rumble Q, 4+e's and an ultimate, and you don't die, despite my (15 flat Pen) (18 Flat pen?????) and (40%). then something is DRASTICALLY WRONG with how damage works

Side Discussion: Why do Sorcs give 18 Flat penetration and Liandry's only 15? Sorcs cost 1100, Liandry's costs like 3100. I'm not buying Liandry's for the passive, I'm buying it for the AP/Penetration. Something doesn't add up here.

If you read the tooltip in game, sorcs give 15, and Liandry's you're paying for the burn passive and the bonus AP and health. You get the 15 flat pen already from Haunting Guise (1,300 gold) withtout spending the rest on Liandry's. Also, according to the in-game tooltips, I'm pretty sure that Void Staff is 30%, not 40%. As for why you deal no damage, 2 questions. A) who were you up against? Most tanks have some way of getting a shield, magic damage shield, or bonus magic resistance. B) You only had those items? That's only gonna be about 160 AP, which means that MOST of your damage is coming from that burn passive on the Liandry's. Rumble has pretty alright scalings, but kinda low base numbers, so a mere 160 AP doesn't do much to help him out.

Pen doesn't do a whole lot when you don't deal any damage to begin with. Try building a heavy AP item before that Void Staff, or perhaps a Rylai's to give you another 100 AP and a permaslow to ensure that that Liandry's passive is dealing damage.

No yeah, Void Staff is most def 40% (I just checked). Though to answer the 15 Pen thing. You already get AP and Health from Haunting Guise, in addition to the Extra AP and Health from Liandry's with the bonus burn on magic damage.

What can be done about it without fucking over tanks that rely on the same defensive items though?
