So, basically, does every champion need to be nerfed until they are all completely harmless?

Really? Her passive is a situation passive. If you happen to catch her at 1 or 0 stacks with any assassin she is done for as she has no escape. If you are with a mage, pretty much every mage out ranges her so just poke her and force out of lane, don't commit thou since she will win trades if she manages to get close enough to get in range. The burst well, I agree is a big burst but its the only thing she has since she has no way to get constant DPS once the burst is done you have to wait 4-5 sec to get your spells back.
