He is physically the fastest champion in game in combat, and one of the best kiters if you include his W and E, making juggernauts look pathetic in fights, and all he needs to do is autoattack, unlike all other racers

While this is quite irrelevant in the grand scheme of things, I do whole heartedly agree with you.
He doesn't have a dash or blink, if you throw bard ult on him, he'll probably get hit, and he can't dodge it with any of his abilities.
He can become relatively mobile if he interacts with enemies, but that goes for most other ADC's too.
He have no dash/blink built in, and 4 shot kit. He needs that mobility to kite.
Take that away, and he'll be dead really soon.
Kennen and jinx and mundo all have 1/3rd mobility last I checked.

While Jhin's kiting/chasing potential is great because of his passive that's about all he has in terms of mobility, he is considered an "immobile adc" since unlike many other champions in his role 
he has no dash, blink or easy speed boost to get out of sticky situations, once he get stunned/rooted he's pretty much done for
I assumed it was like 5/3
literally the hardest adc to kill with most assassins, if you cant literally one shot him hes getting away most of the time
only has 1 point too.
Meanwhile Warwick also has 1/3 mobility in his description ya know Rito just gonna forget his crazy W passive and the way that it buffs his ult range? Also he can Q through enemy targets why the fuck does he have 1/3 mobility.

im pretty sure its because its just movespeed, that's dependent on his items to get that movespeed + runes. its not a dash, so therefore its not "mobility" in riots eyes.
if jhin had full mobility stat then he'd be as fast as Mega Cloud Drake in Blitz.

Jhin didn't use to have mobility until his third item (at least if you rushed infinity duskblade and then rapid firecannon like i did). Right now he just buys first item stormrazor and runs in at the speed of sound.
