Because it certainly isnt. Worlds meta is probably still these 4 cancer dominating the mid lane but hurdur mages so fucking weak amrite

Why nerf when we can just give them all new skins instead :^)
well it's hard to not have these champions played.
They offer VERY important utility, which is nearly unavailable on just about any other champions, but this utility isn't specifically damage. By riot nerfing (directly or indirectly) champions who don't specifically offer this utility as a primary aspect of their kit. You can't just neglect this utility, but you don't want to risk playing something which sacrifices this utility for other things which are done better by champions of other classes.
The problem is that mages have had their role pushed out by other champions, so only the ones offering very specific mechanical utilities are going to be played, and nearly no amount of nerfs will change that. The only way to change that will be to reduce the creep of other classes into mage utility, allowing for more mage variance.
