Cull is good?

If you haven't already seen this video from march 25th, Phylol explains the concept of cull and how it stacks up balance wise to other early game items. Now that I'm more informed of how cull works id like to try it but I mostly play AP champions in the mid lane, maybe in the future we could see an AP version of cull or other early game items for other play styles.
