I'll probably get downvoted to oblivion for this, but...

Maybe it comes down to this: His base damages are high enough to build tank and still assassinate squishies, and his kit gives you so much sticking power that he can actually stay in auto attack range more effectively than actual melee ADCs, like Tryndamere.
His kit is supposed to be assassin but it sticks on you like a melee bruiser. For example, he ignores unit collision. Why would an ability based assassin need that?
The irony to me is that, even when he was broken, at least he was built AP. I think he might need a small rework again. Or just gut his base and per lever atk speed. Then...I guess...lower his base damages but increase his scaling, so he doesnt assassinate people with base damages alone.
I could be completely off in my ideas though.
As a (former) Fizz main, I absolutely hate tank fizz. I will refuse to ever play it because that is now how he should be played

A huge number of problems arise from Riot trying to control AP carries through manipulating base damage and AP scaling ratios. Fed champions get strong. For some reason, it seems that Riot really resents this on some champions, so they gut the AP scaling. Problem is, some of these champions get fed more on base mechanics than really big scaling numbers, so when that happens, they build different items that can break the champion in all kinds of frustrating ways.
Why do we see Vel'Koz support? Because his base damage is huge and his scaling is crap. If they want people to build champions a certain way, they should ensure that there are rewards for building a champion like that. Want Fizz to be a mobile AP carry? Reward him for building squishy AP items. He'll do huge damage, but at considerable risk, which is way healthier than what we have.
It also seems really artificial to put so much of a brawler's power in their long-CD ultimate. If you want somebody to burst, build them to burst. If you want them to skirmish, build them to skirmish. These inconsistencies frustrate people.

Umm, his passive is a tank passive. It's not like you can say going tanky wasn't an intended use case when his passive specifically supports that use case.
Agreed. They changed Fizz into a very cancerous champion. He was bad before, but at least you could kill him. Now he builds full armor and still out DPS's you...

Still laughing from all the Fizz crying, wanted AP Fizz nerfed you got it but instead you got something way worse to deal with so reap what you sow. Guess you will need to start thinking about what could be worse before you start crying for changes
How about we just change his ult to only boost magical damage and to compensate for that on ap fizz take it from 20 to 25% increased damage (at least 5% is physical already and ap fizz is almost exactly 50% win rate and has a weak lane phase).
