Broken voting in one for all

Every goddamn time now two champs are locked with a 40% pick and some scrublord trollpicks garbage and the game decides to go with that. I get that it is probably a rare thing, and I'm most likely unlucky having it happen all night, but it shouldn't happen whatsoever. If 2 people pick lux, and 2 go for fizz, the pick should never go to the 5th dummy picking (insert your most hated champ here).
