Not Fill Option

Can you guys make it so that after 1 or 2 times of failing, the match!aker fills empty spots with bots? I ask this because it sometimes restarts 10+ times before finally starting, and even then it sometimes starts over. I know it restarts because somebody left or was inactive, but that doesn't change the amount of time it takes in the matchmaker to get things going.
