either that or make it so it's not stupid to buy the two last whisper items together. the passives granted from them are too crucial against an all tank team to not have.

BLACK REALM GOD1 votesthis item doesnt grant armor penetration nor does it grant damage based on large quantities of hp, but instead current hp in percentages.
there's probably a math equation i could use to prove my point involving 3k hp receiving x amount of damage over y amount of hits deducted by z amount of armor, but i dont feel like coming up with it.
so basically this item is great for fighters to sustain through duels, but not so great for penetrating tanks.

Why would it matter if you're asking about building both last whisper items? You can build the GW one and BotK to have dueling power against tanks. You're supposed to dps through tanks, not burst through them, and BotK will increase your DPS against high-HP enemies and whittle them down.

Not sure why you're trying to build a last whisper item on a fighter, though. Get 
BLACK REALM GOD1 votesbecause the stackable armor penetration granted from black cleaver doesnt outweigh the bonus armor penetration granted from last whisper in certain very specific situations.
such as when you cant get close enough to your target to deal damage and want to poke with your abilities.
and if you get black cleaver you might as well forgo the last whisper.
