Teleport is Toxic Now, Revert, Change the penalty?

I don't care which, I'd mostly prefer the ability to cancel it back. 4 Seconds. A LOT can happen in 4 seconds, lets be honest, and if my team gets utterly screwed in those 4 seconds, I want to cancel that TP, but I can't. So I'm stuck going off to die. 1 Second, 1 Second can mean a lot. If I got there a second sooner, the enemies CC ability might still be one cd. Sure I'll have to react fast once there, but its still a second they cant use their ability, and maybe instead I can stun them instead. On the other side of that wait, you just got spotted by the enemy Jungle, and its a Yi. He normally can't kill you in less than 3 seconds, but he sure as hell can with you being stuck an extra second in place.

The excuse given was stupid, I don't give one single damn about someone "bluffing" a TP. Want to punish them, GIVE THEM THE FULL CD for activating the Teleport, not the penalty of death for bad timing. You either commit, or you don't. But you're getting the whole CD.

TP is still being picked in high elo in Pro play it's even picked exceptionally often with TL vs TSM having even games with 6-7 TPs per game If you can't deal with the dangers of teleporting pick ignite and learn to move away from your lane on foot

That's the issue with TP. Canceling it because the animation was enough to scare the enemies is not fair. There was a time period where canceling it gave you the full cooldown, but you could still cancel, and it was still a problem. So your "solution" is a failed one that was for sure already done.

If you don't have the map awareness to know when you'll be safe for 4 seconds to use TP, then you shouldn't bring it. That's entirely on you. You might as well be suggesting that Flash guarantee a wall hop if cast at a wall because you keep flashing into walls. You not knowing how to effectively use something when everyone else can isn't grounds to change it.

Teleport often prevents towers from being taken or teammates from being slain due to misplays. Can't have that. Misplays must always translate into immediate advantage for the other team, else how would the game snowball out of control and end quickly?

No, if you're going to cast Teleport then you're going to commit to it.

Was annoying af when players would cast tp to scare you off of their teammates/objectives with the threat of them joining only for them to not bother showing up AND have reduced cooldown.

You might want to use another term, because TP is a ton of things but not toxic.
