Exclusive Smite for Junglers.

A few seasons back, Riot "treated" people from having jungler items by making JG items available to those who have smite. I appreciated that. Now, people going to different lanes getting smites, that's "OK" if you are helping the JGer or "strategically" using it. However, people are going to different lanes and clearing the JG , flaming and spam at jungler when he is late or under level, "because he is waiting for respawns and can't go to lane or he'll just get cursed at..." Now my suggestion is the following, in "ranked", only junglers can pick smite, and/or make it mandatory. i.e, once you're a jungler one of the spells is locked on smite, for the following reason(s). sometimes, people forget smite and you can't do anything about it. Other people can't choose smite and won't clear your jungle or last hit with smite. if other people want to secure a champ , you could also Change Roles not just champs so you can transfer the smite spell.
