Aram key fragments and chests!

OK I am really happy that they fixed they key fragment drops thing but There is another issue here. Why am I not given key fragments or chests for a champion that I don't own. I Don't have all the champs. So I get punished for not having that RANDOM champ? Thoughts ? Ideas? does it make sense?

It's on Riot's to-do list. The fragment part, at least.
