Cloud Dragon gives Udyr absolutely nothing when he takes it!

So I was looking through the pbe changes and I saw that riot wants to give Shyvana faster fury gains when she gets a cloud dragon,because her ult cooldown is based on her fury,so the faster she gets to 100 fury,the sooner she gets her ult.That's great and all,but why isn't there an Udyr change like this?Udyr will be,after this change,the only champion that gains absolutely NOTHING from taking cloud dragon,and I have tested every single champion with some sort of shapeshift ability or low cooldown ultimate,those being:Zoe,Kassadin,Anivia,Jayce,Elise and Nidalee.They all get their ultimtes reduced,but Udyr is the only champion that doesn't get anything.Sure,he can use the dragon soul as long as he has one point in his phoenix stance,but if the player decided they don't want to put a point in it so they fully max the other three,then it's also worthless.Riot can make it so he gets 2.5% cooldown reduction on each ability so it evens out at 10% total,or make it so he gets an extra skill point per dragon,or hell,give him extra stats.It wouldn't totally work,especially the first suggestion since you can have 1 ability with no points in it,but something is better than nothing.
