Unchained Alistar

So I recently started playing some Alistar support (Because his sheer tankynous is hilarious) and wanted to buy "Unchained Alistar" because I thought the skin looked dope but I realized that it wasn't available. So I did some digging and found that it was "Free" at some point, and I found that the way to get him doesn't work anymore. Are there any other ways to get this skin, I mean like, out of the hex tech crafting?
