When is the Talon rework coming?

This champion is pretty terrible, easily the weakest AD assassin if not weakest assassin. His con's are: Telegraphed engage. He has to run up to you to be able to do damage unless he uses his ultimate for engage but then he loses damage. In that period of him running up to you, you can easily retaliate with your own abilities/cc.

Weak in the laning phase ( his abilities are trash without more than 1 point in them lends to this) Further on this point, Rake sucks. You are forced to max it first to farm but it has a huge mana cost for someone that doesn't buy mana and can't afford to. Its either Rake and get cs or Rake to harass and regardless of which you choose to do you are going to lose out because its easy to tell when a Talon is going to do something.

His passive is useless; every other assassin has a decent passive that you can actually notice ( zed's perfect cs even for baddies and panths ez tower dives, I could go on..)

His damage isn't scary for enemies, he can't 100-0 you unless he is fed.

No disengage unless you use ult, but you probably have to use ult to get into a fight or for damage on someone.

His E is garbage and the only good thing about it is the blink.

So what are his pro's for all these weaknesses? Nothing, because Riot has seen to it that he is nerfed to such a useless state.
