So I'm wondering if this person is harrassing me or if it is someone who thinks highly of my skills. I looked them up on LOLKING and theyre rated at Diamond. So I question.

Contact support, not the forums. On the forums, giving a name in response to someone doing something against you is usually considered witch hunting no matter what your intention is.
Why would you even disregard a friend request? Especially from someone who is in Diamond. I really fail to see your logic here. And if really want to know why he/she wants to be your friend, then just ask him/her. o.0
