Those champions are pure cancer to play against, every other champion would have been murdered with nerfs if they would have Janna’s stats.
Maybe the reason is Meddler mains Janna or support in general idc. Would also explain why he doesn’t allow proper nerfs to fucking twitch and Tristana. Kog is as ridiculous and retard balance team doesn’t see it

Sounds like your problem isn't with the champions you're playing against, but rather in farming up in opposition to them. Every champion feels OP when you're behind.

Lulu, Janna, and Soraka are balanced, ardent censor and coin need to be looked at.
None of those champions are to strong. (Okay well twitch is - his playstyle just isnt healthy for his itemization) Their items are to strong and enchanters are strong when marksman are strong by their very nature.
You want hypercaries to be less powerful? nerf the items. Because Marksman scale with their items, of which they have the cheapest set of completed items in the game.
From champs you mentioned, Kog isn't really too strong by himself, it's censer and enchanters that make him BS. His winrate isn't impressive at all unless he is played with a support like that.
Lulu, Janna, Soraka, kog, twitch and Tristana are balanced. there I said it, now you are a liar. They are balanced relative to eachother.
They always count the amount of $$ they can generate just by keeping those champions godtier. Assume you've nerfed these champions, what would happen is a massive shift in champion select, which means massive shift in counter-picks, and that's not part of their plan.
I can't give you anything for the supports, don't play them. Can't say I find Soraka that OP though, since Executioner's exists.
Twitch, I will give you.
Kog'Maw is strong because of the meta. You tone done peel and shields. he'll go back to being easy to kill. He's supposed to deal a crap ton of damage, off-set by the fact that he had no mobility and his kit generally wants him to stand still.
Trist isn't particularly strong on her own right now, just she's safe and has an even damage profile, which makes her reliable. Again, tone down peel comps, and bring back lane bullies, and she'll fall back down, just like before all the Cait nerfs (as far as I aware, Trist received no changes this entire time, either nerfs or buffs)
In my obviously unbiased opinion, Soraka is perfectly fine.

If you're incapable of removing Kog'Maw from the picture, than you don't deserve to win the game. Immobile, item reliant, TEAM RELIANT, and CD reliant. There are a number of things to gate him, yet you can't work around ANY of them to win the game. You simply don't deserve to win.

Play Kog without a team comp based on defending you and see how that goes. Tristana was dumpster tier months ago and she got no buffs, it's just the meta. Twitch was designed to have a bad lane but all bullies were nerfed.
If you think they're overpowered you can thank Reddit for memeing the balance team into making ADC+Supp in 2k17 more obnoxious than twitch.tv advertisements.

The way they see it, a trist has over 30% pickrate. It's totally within accept parameters
Triatana was perfectly finw if not weak up until Caitlyn nerfs and ardent and enchanters becoming popular..her last change was 7.2 (unless ive missed aomething recent, I havent been in the game the past couple weeks) and all that was a duration buff to q by like 3-4 seconds i believe.

kog gets raped by a good assassin, janna falls off if she cant get an advantage, twitch is same with kog, the second an assassin sees him, poof!, lulu is simply balanced, tristana gets raped when she gets cced.
Soraka is balanced but people refuse to buy a single that that nerfs her into the ground. I have never had a problem with Lulu support. Now Machine Gun lulu was fun. For Lulu support she easily shows when she is going to Q by the way they play. Janna isn't that bad to tell the truth. Unless she builds FULL AP her shields don't really give that big of a shield it's the items that are broken on her not the champion. Her shield at max is 240(70% AP) not building ap she has a shield that takes maybe 2 auto attacks without crits.
Now Kog has one of the lowest base HP of any ADC outside of ezreal and Kalista and Vayne. You can easily poke him down since most of his skills are skill shots outside of his W.
I will give you Twitch and Trist. Both champions can just murder anyone in a blink with a couple of items. Especially twitch his invisibility and then spray and pray is just murder. While Trist can just destroy towers from out of range of tower shots.

Soraka is balanced because you can shut her down with grievous wound.
