Why was the cost on Aatrox's Blood Price removed?

Seriously, what the fuck? It's literally in the name: Blood Price. He's paying a price for extra damage. Guess not anymore. The changes to Price are the fucking stupidest of all, because of the reason stated, and because you literally made the ability not make sense just so you can reduce it's damage.
