Bring back Ionic Spark

Static is a great item for AD carries, but Ionic helped out the squishier top laners who needed a bit more help keeping the farm off their turret. Would love to see this item return, IMO it would give some top laners like Shen/Volibear/Aatrox a bit more time in the big leagues.

Of course, the item would have some numerical changes gold wise and stat wise, but honestly I loved using this item and so did most of the people I know who played back then with me. Food for thought
