Tear of the Goddess chain needs significant changes

As an Ezreal player I'm pretty salty about the recent 9.6 change that only allows you to buy one of the items, but it got me thinking about who actually uses these items.

For mages, almost no one prefers item 3040 to item 3285 . The only four builders are Anivia Ryze Kassadin Cassiopeia because its basically as required for them as muramana is for Ezreal. After that, no one cares about the item compared to its AP burst counterpart. Even the mages who could stack it reliably and would enjoy a shield simply prefer the immediate AP, burst, and AoE from Luden's. You can call this a niche I suppose, but really if you took away how required it is due to needing mana sustain, Anivia Kass and Cass wouldn't build it anymore. All you would be left with is Ryze, who builds it for its actual synergy with his damage. Changes over time is actually what made muramana an Ezreal-only item; Urgot got reworked, Jayce got mana cost buffs and moved to lethality, Varus moved to crit because its superior. I don't think it's so farfetched to imagine that in a not so distant future, similar balance changes and reworks over time move Seraph's Embrace to be a one champion item.

For AD, we all know the only builder of item 3042 is Ezreal. The item is a mana sustaining, poke, auto attack AD item that creates damage for on-hits. Problem is, other AD's either can't stack it effectively, don't need the mana sustain, don't highly benefit from on-hits, or all of the above in most cases. As mentioned in the last paragraph, previous other users simply moved off for better item builds and the three points above.

What specific changes are needed? Don't know. I personally find stacking unfun, and find it unfair that mages stack their item twice as fast. AD champions don't need some on-hit mana to damage item, but some of the more mana hungry ones might like an Essence Reaver like item that provides sustain on top of damage and a unique effect. AP champions either need more incentive to take a shield and stacking item over Ludens, or for the shield to be converted into a single target damaging effect; possibly make it so if your shield pops, he who popped it takes the damage of the shield?

Muramana needs to charge faster. There's no excuse for how long it takes. It takes potentially as long as the tear itself, but also on auto attacks. That's never been a very good compromise.

Aside from charge speed it seems like it would be hard to add any stats and have it stay balanced.

So maybe the best option would be to change it to this.

item 3004 = item 1043 + item 3070 + gold 30% ASPD

Feedback: Deals 15 + 3% of your max mana as on-hit damage.

Tear charge: grants 1-2 mana per auto attack (no CD) Same mana per spell cast (with CD)

item 3042

Also does 4% of current mana as on-hit damage at the cost of 2% of current mana. Grants attack speed equal to 10% of the mana spent this way up to 50% attack speed.

I've been thinking about why more champions simply don't build item 3042 and if you really stop and think what champs need mana and also auto attack often, who really is that besides Ezreal??? If the thing gave attack speed or %hp damage maybe.

This ignores the other problem of it's mana scaling. What builds give more mana to increase it's damage other than Archangel's? Extra mana on other items is sparse and the damage the item out puts is pretty low and hard capped. You can't stack it up and keep growing into late game.

item 3042 is a mess in short, only one champion NEEDS it and everyone else has zero use for it. This needs to change. However you can't buff this item without also making Ezreal ridiculously over powered.

The GOOD news is one champion needing a quick balance pass from his core items being changed is way easier than say, 4-5 champions all needing retooled from their items being changed.
