why are tank items cheaper than damage items?

blade of the ruined king is 3400 and its supposed to function as an anti hp stacking item but its pretty awful at the moment. by the time you get 3400 gold the champion it is most optimal against already has a full armor item and probably ninja tabi. this means the effect of botrk is shit because you now need to buy armor penetration as well to do anything to them.

because statistically tanks accumulate gold slower. carries have an easier time last hitting and getting killing blows while tanks get assists.

damage items are also multiplicative while tank items are additive leading to better carry scaling.

Because whenever buffs a Damage item it gets more stats, but whenever they buff a tank item the cost goes down, when we would definetly prefer some stats.
