Season 9 Ranked Question

Sorry if this comes off as a dumb question, but I need to ask. Looking at op.gg, it showed that Bronze III was my provisional rank. I have read up on the new Season 9 ranked system but this is confusing me. Does this mean that i'm in my promo games right now? Or do they start when Season 9 does?
