Aren't death associated passives kind of... wrong?

So... Sion Karthus and Kog'maw, I think these are the only ones with a death passive. I was just thinking, isn't it kind of dumb that if you kind of are supposed to die to actually get the most out of your champion?

If you don't die, it means you're playing the game really well in most cases. But say you don't die, then you didn't really get the most bang for your buck in playing one of these champs cuz u didnt get to use the passive like almost all other champions will be benefiting from.

Sion's passive is a zoneing tool, he hurts like a mother fucker if you get any damage and you can use this to chase away the carries while your team fights their frontline or you just face tank say J4 who wants to fight your mage or ADC.

Karthus needs his passive because his R is so easy to stop that if he had any other passive his R would need to be changed.

Kog'Maw has his passive because his kit is so good he can't afford to have a good passive. If his passive was something useful while alive he would be overtuned and need a nerf.

That's actually one of the reasons I enjoy ad sion a lot more than tank. Tank sion shouldn't even die to begin with right?

Meanwhile AD, sion can potentially do some suicidal play, fitting his lore identity, hopefully take down atleast 1 guy down with him before he is focused and killed, then come back and kill 1 more.

I don't think so because unlike other champions who get grey screened and has to wait until the cd timer is gone, those that have a death passive gets additional play time to make an impact for their team.

The most famous one is Karthus. Even while dead, he can still wreck the enemy team and can turn the fight around, which is huge. On top of that, he has a final middle finger to the enemy team with his ult after his death, causing mayhem and either evening things out from a team fight or giving his team a lead.
