I am an Evelynn main and have been playing her for years.

I kind of agree with OP, she's taken a beating after the last many nerfs intended to "Balance her" because of Runeglaive... then Runeglaive was replaced with Runic Echoes which was worse for her... and then IT was nerfed. So Evelynn is a bad spot especially given the extreme prevalence of anti-burst items.

Is she useless/Old Eve Tier? No. Is she objectively worse than the alternatives at this point? Yes.
