Does Morde feel weaker?

Is it just me..or does morde feel weaker to anyone else? His regen getting nerfed has been quite noticeable for me in lane. Even with the reduced health costs on the abilities. The Q range has been a baby buff but nothing dramatic. The w buff is nice but why on earth reduce the ap ratio? .2 ratio was just fine.
Finally, his ult feels like it got nerfed pretty hard, esp in the early game. The 30% of bonus hp doesn't seem to matter that much and giving a flat ad is actually worse than giving 75% of morde's ad until you get it up to max rank. When i get a ghost adc with my rank 1 or 2 ult i can honestly feel the difference.

Maybe its just me...or is morde suppose to start ulting and trying to kill the front line champions now?
