In regards to U.R.F. mode and Rumble

Rumble has always been held back in U.R.F. mode due to his heat mechanic scaling terribly with cdr even under normal game conditions and turns into a bigger crutch in this mode, perhaps could we make it so when he overheats in U.R.F. mode only that he doesn't silence himself so he can have some fun interactions with the super cdr too?
