Why do I get punished?

3 minutes into my 3rd promo match and our mid rage quits. What ever happened to Loss forgiven when this happened? And no, I don't mean the loss prevention "the button" when there is a problem on riots end. I remember back we they gave a shit about players game play and these jag off fucks that just fuck off on the first blood on their ass and quit, riot was like, "oh man, fuck that guy. tell you what, he will get banned and that game never happened."
