Why wouldn't? It synergies perfectly well with one of your core items. Without mentioning it provides all the stats an AP mage would need. ;)

Yes. its very strong.

Rylai's is stupid OP on any AP champion with AOE DOT because it synergizes so well with Liandry's. Try it sometime on AP Mumu with Liandry and full tank and you can take out the squishy while tanking and slowing the whole team.

Works well on Morg for poking/sieging when paired with Liandry's also.
