It baffles me that after two and a half years Quinn is still garbage

Not just from a winrate/pickrate perspective (which is pretty bad, she has not once been considered a strong/dominant pick or a "flavor of the month" pick, not even in the same couple of weeks she was released in).

I'm talking thematic. The entire concept of Quinn that was originally pitched that directly led to her creation was 1) A champion that marks then hunts a target and 2) A duo team.

Kindred does both of these things leagues better. Quinn and Valor don't feel like a team, half of the time it feels like Valor is trying to sabotage Quinn. If the ONLY Wolf-related skill that Kindred had in her kit was her W then Lamb and Wolf would STILL feel more like a "team" than Quinn and Valor.

I know Quinn is supposed to be getting some changes along with the Marksman itemization rework but it's still very strange that this champion has been around for 2 and a half years and they've done nothing with her but decide to release another champion with the same 2 core concepts and that that champ completely eclipses Quinn on it's first try.
