Garen rework and new players
The Garen rework is really going to hurt his accessibility to new players, for a couple of reasons.
I think it can be safely assumed that new players take a bit of time to get their CS up to par. Adding a stacking mechanic dependent on CS is really going to make him weaker in the hands of new players.
Second, what do you think people will think with this big floating thing above their head? Are people going to know or assume you attack that guy? What if it suddenly changes, because someone else got a kill? Leaving a big part of a kit like this entirely dependent on enemy progress is not going to feel good for new players, and if Garen is the main fighter tank that new players pick up, I don't think they're going to do very well with him or understand what's happening all the time with his ult passive.
I'm not entirely sure you're fixing his problems here. His early game was fantastic, and then when he got ahead and got a black cleaver + tank he could run into an enemy team and lay down some serious damage to a silenced carry. Either that, or the enemy team would attempt to blow you up with CC, in which case you could use your w, survive, and open up an opportunity for your team to go in with key enemy cooldowns. Seriously, garen with his ult up silencing and spinnning on you meant that if you were a squishy, you died. The long silence duration prevented them from doing a lot of their damage back at you.
These changes really hamper the game plan you want to give him with the ultimate change. They can kite him now that he can't use his tenacity well (one of the things that made good garens good), the silence isn't going to be long enough for you to stick to them, and you slow yourself when you want to spin on someone. The W stacking thing makes 0 sense thematically, in that why is garen getting tankier from killing things? That's literally sion's thing. Garen is just so heavily that he knows how to get the best out of whatever armor or protection he's wearing. Forcing him to max W or not even be close to the tanky he once was (he still won't even be close) is going to gut him in lane and in teamfights. Shyvana gets that w passive for free.
I think these changes would help his game plan better for what you're trying to do.

Q: grants 50 bonus range on cast.
W: unchanged from live
E: All the changes you made in the rework aren't bad, except for the slow when moving at his target. If you want him to be doing damage faster but less over time then fine, but don't have him punish himself for doing exactly what you want his gameplan to be.
R: The enemy that killed you last is the villain. Same other changes apply. Movespeed and garen's slow resistance is increased when moving at Villain while q is active.
That is super simple for new players to understand, it's much more under their control, and now gives you a much better comeback opportunity. People aren't going to want to kill garen post six and that's a lot better than the entire enemy team getting punished for getting kills at all.
I feel like you wanted to get away from: "This champion runs at people and does/takes damage" but leaving ONE champion with a kit where he does exactly that and its fun as hell is totally fine. I understand you wanting skarner darius and garen not to be the same type of champion, but its fine if you leave ONE of them the same.
