No, early, and also Resolve/Flow bar fill whether his E skill exists or not its just a slightly faster alternative ,there is never a reason to go anything but E max because cd never goes down for Q while leveling it, and with a low cd already it doesn't matter, these are the wrong nerfs, but nerfs are nerfs, take them as you get them.
