@Riot - Question about Autofill

When you're looking at the stats to decide if autofill should be on or not, are you counting time in queue as time before you get into a lobby? Or time until you get into a game? I ask because since autofill has been enabled dodging has gone way up. It's taking upwards of 20 minutes to get into a game with all of the dodging. This doesn't seem faster at all to me. I would love to hear your input.
